Seynabou SAMB has a PHD degree in Public Law from the University of Bordeaux. Her Thesis under the direction of Professors Jean Bois de Gaudusson and Babacar Kanté is entitled «Le droit de la commande publique en Afrique noire francophone, Contribution aux mutations récentes du droit des contrats administratifs».  She has two Masters Degrees in Research in fundamental public law and in professional medical and public health law. She worked on the integration of public health issues through the agreements of the World Trade Organization. She is a member of the Center for Studies and Research on African Rights and Institutional Development in developing countries (CERDRADI) and she is responsible for tutorial classes of Public Law at the University of Bordeaux.

Seynabou is member of the sub-group working on «Legal Pluralism and codification of land rights in sub-Saharan Africa».
