ABORIGINAL CUSTOMARY ADOPTION PRACTICES: THE PERSPECTIVE OF THE INNU FROM UASHAT MAK MANI-UTENAM

The issue of the recognition of customary adoption among Aboriginal peoples is currently a matter of significant controversy and has met marked resistance from non-Aboriginal social service agencies. This sub-project, managed by the Université du Québec en Outaouais, originated from a request from Uauitshitun, the health and social services centre of the Innu community of Uashat mak Mani-Utenam (Sept-Iles Maliotenam in eastern Quebec).
 
It aims to shed new light on the customary adoption practices of the Innu. We seek to draw attention to the existence of the Innu adoption practices prevalent in Uashat mak Mani-Utenam, analyze their content, and determine which legal and institutional frameworks promote internormative coordination between the legal Innu system and State law.
 

Advancement

To date, the group has:

  • Held a series of meetings with the partners of Uauitshitun to jointly define the specific objectives of the project, the terms of its implementation, and the follow-up meetings;
  • With the partners, developed the tools needed to recruit participants and collect data;
  • Reviewed the literature on customary adoption;
  • Participated in a radio program on Uashat mak Mani-Utenam community radio about the ongoing research project;
  • Visited the community of Uashat mak Mani-Utenam twice (May 2014 and July 2014). During these visits, the co-investigators, with the collaboration with the research assistant, conducted all the planned interviews with the participants;
  • Finalized the verbatim transcript of the interviews;
  • Finalized the layout of all verbatim forms as oral histories;
  • Started the validation of the oral histories by the participants;
  • With the partners, developed the coding grid to analyze the oral histories.
